REQUEST FOR CONSULTANCY SERVICE / Digital Security Manual for WAC
1. Background
Women’s Affairs Center (WAC) is a women knowledge-based center playing an innovative and catalytic role in empowering women and advocating women's rights and gender equality in the Palestinian sustainable development process. Its mission reflects that it is an independent and non-profit Palestinian NGO with the purpose of empowering women and advocating women’s rights and gender equality through capacity development, information and innovative research and advocacy programs. While implementing its strategy to fulfill its vision, WAC is guided by international human rights principles including empowerment and participation; equality and non-discrimination; and accountability to ensure justice and dignity for women.

2. Overall Objective of the Assignment
WAC seeks a qualified consultant to prepare a manual on data protection and backup to address and safeguard the confidentiality and integrity of data and prevent unauthorized modification, tampering, unlawful destruction, accidental loss, improper disclosure, or undue transfer.
The manual will be an action-oriented guide that will include but is not be limited to the following information:
- Introduction
- Definitions
- The Purpose of the Manual
- Data Protection Principles
- Women’s Affaires Centre’s (WAC) Responsibilities
- Data Sharing and Release
- Physical and Electronic Data Protection
- Storage limitations
- Data Security Measures
- Data Security Risks
- Annexes.
3. Scope of the Consultancy:
the consultancy will be implemented during (Jul & August) 2022.
Expected outputs/deliverables will be the following;
Prepare and submit the inception report 1 week after signing the contract. The report should include the work plan, and methodology that is going to be used, in addition to the titles and subtitles of the manual.
The consultant should submit the main deliverables as the following:
- Developed the best practice manual in both languages Arabic and English.
- Document and share all the reports and literature with WAC.
- Provide orientation training to introduce and explain the necessary information and address any concerns regarding the manual. The orientation training should be delivered to the following:
- The Information Department at WAC
- The WAC’s staff
4. Duration of the Work
The duration of the contract will start on 5 Jul 2022 till 15 August 2022.
5. Required Expertise and Qualifications
This is a consultancy assignment requiring high-level functioning abilities and professional advice based on extensive experience in data security and backup.
6. Eligibility Criteria
- Proven track record of experience, and professionalism in the area of data protection, gender, human rights, policy formation, and development.
- Familiar with conducting national research, studies, and surveys.
- Excellent analytical, organizational, and interpersonal skills.
- Excellent oral, and effective presentation and report-writing skills in Arabic and English.
- Ability to meet deadlines with minimum supervision.
7. Evaluation Criteria
The evaluation of the consultant will be based on the Combined Scoring method: 70% for qualifications, methodology, and Samples and 30% for financial offers.
8. Application Process
The closing date for receiving offers is 25/07/2022, at 1:00 PM (local time of the Palestinian Territory). Offers must be submitted by hand to the WAC office - Procurement Department.

9. Financial Arrangement
Payments shall be after final approval and submission of all requirements the consultant shall be required to submit a payment request with the deliverables submitted.
